It reports that the Prophet (peace and blessings be upon him) sent Khālid ibn al-Walīd (may Allah be pleased with him) "to the people of Yemen to invite them to Islam", but they did not respond to his call, and then dispatched ‘Ali ibn Abi Tālib (may Allah be pleased with him). This narrative sheds light on the caller's duties: conveying the call in full and persevering when the first invitation meets no response.
