When to say it? Before reading the Quran and when angry
In language: taking refuge; and 'adhattou bihi ya'udhou: I sought refuge in it and leaned on it, protected myself by it; and 'adhattou bi-foulan: I sought refuge with so-and-so; and ista'adhattou bihi: I sought refuge with him; its meaning in usage does not differ from the linguistic sense. In usage: al-Bijuri, of the Shafi'is, defined it as: seeking the protection of one strong, so as to cling to him against what is feared. And the word of him who says: "a'udhu billah": a statement in form, a supplication in meaning; but used absolutely, especially at the recitation of the Quran or in prayer, it is directed towards
