Al-mṣr al-jamʿ according to Mu'jam al-Mustalahat al-Fiqhiyya

Any place that has an emir and a judge who enforce the rulings and establish the legal punishments (hudud) therein; this is related from Abu Yusuf and al-Karkhi. Al-Tha'labi chose the view that when they gather in their largest mosques, these do not contain them. Al-Fayyumi said: the misr is every district (kura) in which the fay' and the alms are distributed; and he said: Ibn Faris said this. (Al-lubab, sharh al-kitab 1/109, 110).
