Every place that cannot contain the greatest mosques of its inhabitants, in the Alamgiri. And the misr, according to the explicit transmission (zahir al-riwaya), is the place where there are a market inspector and a judge who establishes the prescribed punishments and executes the judgments, and whose buildings have reached those of Mina; thus in the Zahiriyya and the Fatawa of Qadikhan. In the Khulasa, and upon it reliance is placed, likewise in the Tatarkhaniyya; the meaning of establishing the prescribed punishments is the ability to do so, as is understood from the Ghayathiyya.
Every district in which the spoils and alms are divided; plural: amsar. 'A place was made a misr': it was made a district, and it became 'mutamassir'.
Every delimited land (mamsur), that is, bounded.
