What is written for a messenger, traveler, or caravan leader, authorizing the coverage of their expenses wherever they arrive, addressed to every governor they pass through. It is also said of what the judge writes to deliver a judgment.

Al-sjl according to At-Ta'rifat al-Fiqhiyya (Al-Barkati)

The book of judgments, upon which the judge has recorded his verdict. With a fatha on the sin and a sukun on the jim, it denotes the large bucket, and sijjil refers to stones like hardened clumps of clay.
