An oath formula by Allah found in the Quran, meaning: I swear by Allah.
When to say it? To swear by Allah, in classical form
﴿قَالُوا۟ تَٱللَّهِ لَقَدْ عَلِمْتُم مَّا جِئْنَا لِنُفْسِدَ فِى ٱلْأَرْضِ وَمَا كُنَّا سَـٰرِقِينَ﴾
« They said, "By Allah, you have certainly known that we did not come to cause corruption in the land, and we have not been thieves." »
Surah يوسف : 73
﴿قَالُوا۟ تَٱللَّهِ تَفْتَؤُا۟ تَذْكُرُ يُوسُفَ حَتَّىٰ تَكُونَ حَرَضًا أَوْ تَكُونَ مِنَ ٱلْهَـٰلِكِينَ﴾
« They said, "By Allah, you will not cease remembering Joseph until you become fatally ill or become of those who perish." »
Surah يوسف : 85
﴿قَالُوا۟ تَٱللَّهِ لَقَدْ ءَاثَرَكَ ٱللَّهُ عَلَيْنَا وَإِن كُنَّا لَخَـٰطِـِٔينَ﴾
« They said, "By Allah, certainly has Allah preferred you over us, and indeed, we have been sinners." »
Surah يوسف : 91
﴿قَالُوا۟ تَٱللَّهِ إِنَّكَ لَفِى ضَلَـٰلِكَ ٱلْقَدِيمِ﴾
« They said, "By Allah, indeed you are in your [same] old error." »
Surah يوسف : 95
﴿وَيَجْعَلُونَ لِمَا لَا يَعْلَمُونَ نَصِيبًۭا مِّمَّا رَزَقْنَـٰهُمْ ۗ تَٱللَّهِ لَتُسْـَٔلُنَّ عَمَّا كُنتُمْ تَفْتَرُونَ﴾
« And they assign to what they do not know a portion of that which We have provided them. By Allah, you will surely be questioned about what you used to invent. »
Surah النحل : 56
﴿تَٱللَّهِ لَقَدْ أَرْسَلْنَآ إِلَىٰٓ أُمَمٍۢ مِّن قَبْلِكَ فَزَيَّنَ لَهُمُ ٱلشَّيْطَـٰنُ أَعْمَـٰلَهُمْ فَهُوَ وَلِيُّهُمُ ٱلْيَوْمَ وَلَهُمْ عَذَابٌ أَلِيمٌۭ﴾
« By Allah, We did certainly send [messengers] to nations before you, but Satan made their deeds attractive to them. And he is the disbelievers' ally today [as well], and they will have a painful punishment. »
Surah النحل : 63
