Definition of ṢʿR
As-sa'ar: the inclination of the neck.
At-tas'ir: inclining it through pride.
The Almighty says: 'And do not turn your face away from people' (Luqman 18).
Turning one's face away through pride is blameworthy behavior marking contempt for others.
And do not turn your cheek [in contempt] toward people and do not walk through the earth exultantly. Indeed, Allah does not like everyone self-deluded and boastful.
