Al-Raghib said (al-Mufradat, p. 419): quwwa (power) is used sometimes in the sense of ability, as in 'Take what We gave you with power' (Al-Baqara, 63), and sometimes for the readiness present in a thing, as when one says the fresh dates are quawiyy, that is, dates expected to come from it.
