It is the servant's upholding of the Right at the time of annihilation from himself; in the Sharia: the enforcement of a ruling upon another, whether that other consents or refuses.
Nearness and disposal, and the kinship obtained from manumission or from alliance. In the view of the masters of the path: a lofty rank for the elite of the believers brought near in the Everlasting Presence, attained by perseverance in acts of obedience and avoidance of misdeeds.
From al-wali (the protector), which is nearness; it is thus a legal kinship arising from manumission or from alliance. One says: 'he took charge of the matter (wali al-amr wilaya),' meaning he undertook it himself; and 'wilaya was conferred upon him': when he gained the authority to dispose of it. It is of two kinds: general wilaya: the authority to manage the community's general interests, direct the people's affairs, and command right and forbid wrong among them.
From al-wali, which is nearness; it is thus a legal kinship arising from manumission or from alliance; thus mentioned al-Raghib (al-Mufradat, p. 533). Among the Sufis: the servant's upholding of the Right at the time of annihilation from himself.
With fatha or kasra: it is the enforcement of a ruling upon another, whether he consents or not; the holder of wilaya is also called wali. It is applied to the lands over which the governor holds sway; with kasra: the district and the emirate. Wilaya is also a legal kinship arising from manumission or from alliance. Among the Sufis, wilaya denotes the servant's annihilation in the True and his subsistence in Him; the wali, in their view, is the one annihilated in Him and subsisting in Him; annihilation is, for them, forgetfulness of all besides the True, glorified be He, such that the heart turns to nothing other than the True, glorified and exalted be He.
﴿هُنَالِكَ ٱلْوَلَـٰيَةُ لِلَّهِ ٱلْحَقِّ ۚ هُوَ خَيْرٌۭ ثَوَابًۭا وَخَيْرٌ عُقْبًۭا﴾
« There the authority is [completely] for Allah, the Truth. He is best in reward and best in outcome. »
