A noun meaning tatliq (release), like as-salam meaning taslim; and a masdar, from "the woman was released" (tallaq al-mara'a), which in language denotes removal of the bond in general, from releasing the camel, that is, sending it out of its tether. In the Law:
In language: loosening and removal of the bond; it is a noun whose masdar is at-tatliq, used like a masdar, its origin being "the woman was released": she is then taliq, without ha; and it is reported with ha: "taliqa", when she is separated from her husband. Its synonym is al-itlaq: one says "tallaqtu wa atlaqtu" meaning "I sent away". It is said: "the talaq belongs to the woman": when she is repudiated, and "the itlaq for other than her": when something is released, hence "the woman was released and we released the captive". The jurists adopted this distinction, saying: by the word itlaq the expression is explicit, and by the word talaq it is allusive; plural of taliq: tullaq; and taliqa is pluralized as tawaliq; and if a husband multiplies divorces he is mutallaq, mutalliqa and tullaqa.

When to say it? When wishing to end the marriage contract
The removal of the bond of marriage without annulment.
Its origin is release from bonds, whence was borrowed "tallaqt al-mara'a" like "khallaytuha": she is then taliq, that is, freed from the bond of marriage; and the composition points to loosening and dissolution.
With fatha of the ta: release and removal of the bond. * The dissolution of the marriage contract.
وَإِنْ عَزَمُوا۟ ٱلطَّلَـٰقَ فَإِنَّ ٱللَّهَ سَمِيعٌ عَلِيمٌۭ [Surah البقرة : 227]
ٱلطَّلَـٰقُ مَرَّتَانِ ۖ فَإِمْسَاكٌۢ بِمَعْرُوفٍ أَوْ تَسْرِيحٌۢ بِإِحْسَـٰنٍۢ ۗ وَلَا يَحِلُّ لَكُمْ أَن تَأْخُذُوا۟ مِمَّآ ءَاتَيْتُمُوهُنَّ شَيْـًٔا إِلَّآ أَن يَخَافَآ أَلَّا يُقِيمَا حُدُودَ ٱللَّهِ ۖ فَإِنْ خِفْتُمْ أَلَّا يُقِيمَا حُدُودَ ٱللَّهِ فَلَا جُنَاحَ عَلَيْهِمَا فِيمَا ٱفْتَدَتْ بِهِۦ ۗ تِلْكَ حُدُودُ ٱللَّهِ فَلَا تَعْتَدُوهَا ۚ وَمَن يَتَعَدَّ حُدُودَ ٱللَّهِ فَأُو۟لَـٰٓئِكَ هُمُ ٱلظَّـٰلِمُونَ [Surah البقرة : 229]
