He is human, and it is said {By the time, indeed, mankind is in loss} (103:1-2), thus, deficiency is his condition, injustice is his nature, and ignorance is his foundation. It is fitting that the abundance of wealth distracts him, and Allah does not bestow upon him the spirit of faith {except for those who have believed and done righteous deeds} (103:3) and so on. These are the ones who {are not distracted by trade or commerce from the remembrance of Allah} (24:37). And since the judgment upon humanity is a judgment upon the whole, because they have nothing within themselves except this, and among them are those whom Allah, the Exalted, has saved from what humanity is naturally inclined towards, by placing them in the best moral character and protecting them from deviation despite their inherent flaws, He exempted them, saying, indicating by the exception that souls are inclined towards evil and are eternal in their idleness and frivolity. The saved individual is one in a thousand, as in the authentic Hadith. {Except for those who have believed} (103:3), meaning, they have actualized faith, which is to affirm with certainty the necessity of the Prophet's, may Allah's peace be upon him, message, including the oneness of Allah, the Exalted, and affirmation of His angels, books, messengers, and the Last Day. Perhaps the wisdom behind expressing it in the past tense is to encourage entering into the faith, even at the lowest level, and to give glad tidings to those who do so, on the condition that they will be saved from loss.
