Chapter: the exposition that Umra is obligatory like Hajj. Al-Shafi'i, may Allah be pleased with him, said: "Allah, whose mention is exalted, said: 'Complete the Hajj and the Umra for Allah' (al-Baqara, 196); He thus paired the Umra (with the Hajj), and what most resembles the plain sense of the Quran is that the Umra be obligatory." The Prophet (peace and blessings of Allah be upon him) performed Umra before Hajj. And despite that, (there is the statement of) Ibn Abbas: "By Him in Whose hand is my soul, it is indeed its counterpart in the Book of Allah: 'complete the Hajj and the Umra for Allah'". And Ata said: there is no one among Allah's creation upon whom a Hajj and an Umra are not both obligatory. And others among the Meccans said the like. And the Messenger of Allah (peace and blessings of Allah be upon him) established the Sunnah of combining Umra with Hajj with a sacrificial animal; had it been voluntary, it would have been more fitting that it not be combined with Hajj. And the Messenger of Allah (peace and blessings of Allah be upon him) said: "Umra has entered into Hajj until the Day of Resurrection". And it is reported that in the letter which the Messenger of Allah wrote to Amr ibn Hazm it was stated that Umra is the lesser Hajj.
