In France, no civil procedure is required to become Muslim: what to know about the mosque certificate, religious marriage, and name changes at the town hall.
In France, becoming Muslim requires no civil procedure: conversion is religious, pronounced with sincerity, and the civil registry does not record religion. The certificate of conversion issued by a mosque serves for religious marriage and pilgrimage. At the town hall, the first name can be changed by simple declaration since 2017, and the family name since the law of 21 February 2022.

📖 2 min readFrance knows no religious registration: nothing is to be declared, anywhere, to become Muslim. Conversion is a religious act between you and Allah (Sahih Muslim 121), valid immediately wherever you are. All the procedures described below are therefore optional: they serve your practice, not your validity.
Issued by a mosque after pronouncing the testimony before the imam, it documents your Islam to Muslim institutions: religious marriage (the imam verifies the Islam of both spouses), pilgrimage (the Saudi authorities require it for the hajj or umra visa), or Muslim burial. Go to a mosque, ask to speak to the imam, the certificate is generally written and free. The page must I go to the mosque? details the process.
If you wish to take a Muslim first name, know that the first name is changed by simple declaration at the town hall since the law of 27 January 2017 (article 60 of the Civil Code): one form suffices, the civil registrar records it, without judicial procedure. The family name is changed since the law of 21 February 2022 (article 61-3 of the Civil Code) by the same simple route. None of these procedures has religious value: they are purely practical, to be done if you wish, never to be Muslim.
The page must I change my first name? recalls that it is not a condition.
Summary: pronounce the shahada (valid immediately), take your time for the rest. France requires nothing, Islam requires only a sincere heart.
No. The French civil registry does not record religion: your conversion is declared nowhere administratively. Only religious documents (mosque certificate) attest your Islam to Muslim institutions.
Most mosques issue it free after a meeting with the imam. It serves for religious marriage, pilgrimage and certain procedures abroad.
